次のとおり一般競争入札に付します。

１ 調達内容
(1) 品目分類番号 73
(2) 購入等件名及び数量 不動産競売事件の新
聞公示業務 一式
(3) 調達件名の特質等 入札説明書による。
(4) 履行期間 平成29年１月１日から平成29年
12月31日までに掲載原稿を受領した分につい
て新聞公示業務が完了するまで
(5) 履行場所 入札説明書による。
(6) 入札方法 落札決定に当たっては、入札書
に記載された金額に当該金額の８パーセント
に相当する額を加算した金額（当該金額に１
円未満の端数があるときは、その端数金額を
切り捨てるものとする。）をもって落札価格
とするので、入札者は、消費税及び地方消費
税に係る課税事業者であるか免税事業者であ
るかを問わず、見積もった契約金額の108分
の100に相当する金額を入札書に記載するこ
と。
２ 競争参加資格等
(1) 予算決算及び会計令第70条の規定に該当し
ない者であること。なお、未成年者、被保佐
人又は被補助人であって、契約締結のために
必要な同意を得ている者は、同条中、特別の
理由がある場合に該当する。
(2) 予算決算及び会計令第71条の規定に該当し
ない者であること。
(3) 次のいずれかに該当する者であること。
① 平成28・29・30年度最高裁判所競争参加
資格（全省庁統一資格）の「役務の提供等」
において、Ａ等級に格付けされている者。
② 平成28・29・30年度最高裁判所競争参加
資格（全省庁統一資格）の「役務の提供等」
において、Ｂ又はＣ等級に格付けされてい
る者で、本入札公告と同等以上の「役務の
提供等」をした実績を有することを証明で
きる者。
(4) 上記(3)の資格の申請の時期及び場所は、全
府省統一資格審査申請の方法による。
(5) 予算決算及び会計令第73条の規定に基づき、
契約担当官が定める資格を有する者であるこ
と。
３ 入札書の提出場所等
(1) 入札書の提出場所、契約条項を示す場所、
入札説明書の交付場所及び問い合わせ先

４ その他
(1) 契約手続において使用する言語及び通貨
日本語及び日本国通貨に限る。
(2) 入札保証金及び契約保証金 免除
(3) 入札者に要求される事項 この一般競争入
札に参加を希望する者は、入札説明書で示し
た技術評価のために必要な書類を、平成28年
９月16日午後５時までに提出しなければなら
ない。入札者は、開札日の前日までの間にお
いて、契約担当官から当該書類に関し説明を
求められた場合は、それに応じなければなら
ない。
(4) 入札の無効 本公告に示した競争参加資格
のない者の提出した入札書、入札者に求めら
れる義務を履行しなかった者の提出した入札
書及びその他入札の条件に違反した入札書は
無効とする。
(5) 契約書作成の要否 要
(6) 落札者の決定方法 予算決算及び会計令第
79条の規定に基づいて作成された予定価格の
制限の範囲内で最低価格をもって有効な入札
を行った入札者を落札者とする。

have Grade A in Offering Service
classification in terms of the
qualification for participating in bids
required by the Supreme Court (single
qualification for every ministry and
agency) in the fiscal years 2016, 2017
and 2018, or (B) have Grade B or C in
the said classification, and be able to
prove the record of experience of
offering equivalent or superior service
to the case of this bid notice; ④The
time and place of application for the
qualification of ③ shall be in the
manner of application for single
qualification for every ministry and
agency; and ⑤ meet the qualification
requirement which the obligated officer
may specify in accordance with Article 73
of the above-mentioned Cabinet Order
